Where are the cooling fan relays located, as my car does not seem to be
causing the fans to run I have also noticed lately that the temperature
goes up to 90 in traffic and when the engine is worked hard. On a long
journey it runs nicely at 80 as previously. I run with the climate control
set to AUTO all the time as I have done since the car was new.

Any other suggestions as to the cause would be appreciated.

Cooling fan relays are located in the fan shroud or at the side of the
    radiator. (The 406 Haynes Book)
You should expect the temperature to rise as you sit in traffic; climate
control has no control over the temperature of the engine!
To test the fans run the engine until normal operating temperature is
reached, then allow it to idle. The fan should cut in within a few
minutes. Don’t let temperature gauge go into the red!

Note: It may not be the fan relay that has blown!

    Hope I was some help!

My 1995 405td (possibly the same engine) always runs at 80 ,, but runs at
90 when in traffic or towing a caravan etc,
the fan should not cut in when the car is in motion, but should do so when
stationary or in slow traffic, the fans have a two speed system IIRC,

My 406 does the same, As a precaution I changed the coolant (What A Pain in
the A&$^ that was) but the optimal temperature for a car to run is 90oC
this is roughly when the thermostat opens I also lightly pressure washed
the radiator and intercooler(To remove dead bugs N Dust) which is easy as
its on hinges of a kind I wouldn't recomend that you do(If you do, be
careful not to damage the fins on the radiator as these are vital for
cooling) all this has slowed down the time it takes to get to 90oC but it
still gets there, also the Intercooler (TD Versions) is in front of the
radiator which lessens the amount of air getting to the rad!!
I am now completly satisfied that it is getting hotter because it's the
summer(just like we do) and that my Head Gasket is not going to blow!!
    Hope this helps
