406 Cruise Control

    '97 406 cruise control is sick. Symptoms:
    o Slow to take up setting
    o will hold setting about about 10 km/hr below required speed
    o If a hill encountered, speed increases about 10 km/hr above set point
    before levelling out.
    Local garage cleaned the stalk, but didn't make any changes to the problem.
    Any clues
