peugoet 406 petrol wont start. shows eco mode

    I have a 406 rapier estate. Petrol 02 model. Car broke down and wouldn't start. Shows eco mode active, engine turns over but will not fire. Petrol is present on the injector rail. Front window, radio , headlights,wipers and indicators don't work. Is this because of eco mode. Testing with a volt meter on engine compartment fuse board there is no power on fuse 9 10 11 12 13 15 with ignition on. Any ideas.
