First check the 2 fuses that supply power to the fans are good. On all
Peugeot fitted with 2 fans both fans should work at the same time. If only
one fan works you have a fault associated with the other. The 405 uses a set
of 3 relays that provide a series arrangements for slow speed and a
parallel for high speed. Disconnecting the engine thermostat and earthling
one of the connections, should cause slow speed, earthling the other should
    cause high speed.
Next test would be to take out the 3 fan relays and check they work and that
the contact resistance is zero. If the relays work Ok next suspect the fan
motors these should be tested by disconnecting and supplying direct from a
    battery.
The following web site will give you an idea for how the relays work to
    provide fast slow fan speed.

I am chasing a similar fault on my 406 1.9TD but in my case only one fan
    works at high speed.

I had the same fault a while ago with my 405 TD estate, it was the terminals
    corroded on the fan relay,,
this was found behind the grill and screwed to the slam panel close to the
n/s/headlight, it had a plastic bag type cover protecting the terminals ,,
when I removed the cover, the corrosion was evident, new terminals crimped
in and connected to the relay cured the problem
